Dr. Adish C. Aggarwala (Gold Medalist, Ph.D. in Law and designated Senior Advocate), a dynamic and high profile Lawyer, Writer and Social Activist.
His current involvements include: President of the International Council of Jurists (www.internationaljurists.org); President of the International Commission of Writers (www.internationalwriters.org); Chairman of All India Bar Association (www.allindiabar.org); Convener of Indian Council of Jurists (www.indianjurists.org); Chairman of India Legal Information Institute (www.indlii.org); and Secretary General of All India Senior Advocates Association. He is the Special Counsel for Government of India. He is also the Governing Council Member and the Executive Council Member of National Law University, Delhi (www.nludelhi.ac.in) and Academic Council Member of Chanakya National Law University (www.cnlu.ac.in). He has been the Executive Council Member and General Council Member of National Law School of India University, Bangalore (www.nls.ac.in). He was the youngest Vice President of Supreme Court Bar Association (www.scbaindia.org) and the Chairman of Bar Council of Delhi (www.barcouncilofdelhi.in). He is the former Senior Additional Advocate General of Haryana and also held the position of Additional Advocate General of Governments of Punjab, Uttar Pradesh and Tamil Nadu.
Dr. Aggarwala is the founder of leading law firm Adish Aggarwala Law Chambers.
He has been the youngest elected Vice-Chairman of the Bar Council of India (www.barcouncilofindia.org), which is an apex statutory body of lawyers constituted under the Advocates Act, 1961. As in-charge of legal education in India, Dr. Aggarwala was responsible for the closure of more than 150 sub-standard law schools across the country. He is credited with raising standards of legal education and has also established 140 new law schools in the country.
He is a visiting faculty in many reputed law schools in India and abroad. He is an approved guide for Ph.D. and LL.M. courses for many universities in India and abroad.
He has the rare distinction of creating new records in Bar Association elections from Sub-Division to Supreme Court levels. In 1998, for the first time in the history of Bar Councils, two brothers Dr. Adish C. Aggarwala and Mr. Satish Aggarwala won the Bar Council election at the same time. He was also elected with record margins as (1) Vice President of the Supreme Court Bar Association; (2) Senior Executive Committee Member of the Supreme Court Bar Association, (3) twice Executive Committee Member of the Supreme Court Bar Association, (4) Executive Committee Member of the Delhi High Court Bar Association, (5) Joint Secretary of the Rohtak District Bar Association and (6) Joint Secretary of the Bahadurgarh Sub Division Bar Association.
He has also been singularly conferred with the honour of looking after the matters of Government of India as its Senior counsel, under the Prime Ministership of Mr. Rajiv Gandhi, Mr. V.P. Singh, Mr. Chandra Shekhar, Mr. P.V. Narasimha Rao, Mr. H.D. Deve Gowda, Mr. I.K. Gujral, Mr. Atal Behari Vajpayee and Dr. Manmohan Singh. Whenever there is change of Prime Minister, Dr. Aggarwala resigns, the government accepts his resignation and then again appoints him as its counsel. He has been the Senior Central Government Counsel in the Supreme Court and Additional Advocate General of Haryana, Punjab & Tamil Nadu simultaneously – all these Govts. remaining under the governance of different political parties opposed to each other.
Dr. Aggarwala studied in Vaish High School, Rohtak and Vaish College, Rohtak and was the elected Head of the Students Central Association (Students Union) of Vaish College, Rohtak. He successfully fought for setting up of the University and Radio Station at Rohtak.
Having a flare for writing from his school days he was the Editor of Vaish College, Rohtak’s magazine. He also edited ‘Socialist Age’ an English fortnightly from New Delhi and Rohtak for 12 years. The special issues of the fortnightly were released by the then Presidents of India Mr. Fakhruddin Ali Ahmed (November 19, 1975 in Ashoka Hall of Rastrapati Bhawan) and Giani Zail Singh (June 20, 1983 in Mughal Garden of Rastrapati Bhawan), the then Prime Ministers Mrs. Indira Gandhi and Mr. Rajiv Gandhi and the then Information and Broadcasting Minister Mr. Inder Kumar Gujral and the then General Secretary of All India Congress Committee Mr. P.V.Narasimha Rao.
His latest book titled ‘Constitution of India’ was released in 2008 by the Hon’ble Prime Minister of India Dr. Manmohan Singh. The then Chief Justice of India Dr. K.G. Balakrishnan contributed its Foreword, the then Union Minister of Law and Justice Dr. M. Veerappa Moily its Preface and Appreciation was contributed by Mr. Justice P. Sathasivam, Judge, Supreme Court of India. There was a special presentation ceremony at the Rastrapati Bhawan where the President of India Smt. Pratibha Devisingh Patil received the book in the presence of Chief Justice of India, Ambassadors & High Commissioners, Chief Ministers, Judges of Supreme Court and High Courts, members of Parliament and senior advocates. The second revised edition of the ‘Constitution of India’ was received by the Prime Minister Dr. Manmohan Singh on November 25, 2011 at his Parliament House Office in the presence of Mr. Salman Khurshid, the then Union Minister for Law and Justice, Mr. V. Narayanasamy, Minister of State in PMO. The Foreword to this edition was contributed by Mr. Salman Khurshid, the then Union Minister for Law and Justice and the Preface by Mr. Justice Altamas Kabir, the then Judge, Supreme Court of India. The Appreciation to this edition was contributed by Mr. Justice R.M. Lodha, Judge, Supreme Court of India.
Dr. Aggarwala has also authored ‘Legacy of Indira Gandhi’ (co-authored with his brother Mr. Satish Aggarwala) released by the then President of India Giani Zail Singh in Yellow Drawing Room of Presidents’ House, New Delhi on the first death anniversary of Mrs. Indira Gandhi (31.10.1985), which included Foreword from the then Finance Minister of India Mr. V.P. Singh and Preface from the then Law Minister of India Mr. Ashok Sen. The book was presented to the then Prime Minister Mr. Rajiv Gandhi at a solemn ceremony at 7, Race Course Road, New Delhi (Prime Minister’s Residence) on 7.11.1985. Second Revised Edition was released by Dr. Shanker Dayal Sharma, the then Vice President of India at Vice President’s Residence in 1987. Second Revised Edition included Foreword from the then Finance Minister of India Mr. N.D.Tiwari and Preface from the then Law Minister of India Dr. Hansraj Bhardwaj.
Dr. Adish Aggarwala also authored the book ‘Rajiv Gandhi – An Assessment’ in 1993, which was released by the then Prime Minister of India Mr. P.V. Narasimha Rao at a solemn function at Prime Minister’s Residence. The book comprised of Foreword from the the then Vice President of India Mr. K.R. Narayanan.
Another book ‘P.V. Narasimha Rao – Scholar Prime Minister’ was released by Most Rev. Mother Teresa in 1995.
His other three titles ‘International Law’, ‘India – My India’, ‘Saint Mother Teresa – A Living Legend’ will be released in 2014, 2015 and 2016 respectively.
Dr. Aggarwala has widely travelled in India and abroad (125 countries). He has represented India at many international conferences and seminars. He has also been the representative of the Prime Minister in such conferences and seminars. He has had the rare opportunity of having breakfast meetings with United States of America’s Presidents, Bush Sr. and Bush Jr., Barak Obama and twice with President Clinton. He has participated in more than 5000 functions in different parts of the world as special guest of honour. Special write-ups on him have appeared in international dailies, TVs and Radios.
