Job Description

  • Ensure effective coordination and planning, implementation, monitoring, and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, in consultation with the responsible field offices.
  • Assume responsibility for the effective management of funds/budget assigned to the project.
  • Manage efficiently the human resources of the project, including recruitment, performance, and talent management.
  • Prepare technical reports in accordance with the ILO guidelines and procedures and provide inputs in the framework of the ILO Safety + Health for All Flagship program as required.
  • Provide high-quality technical support on Occupational Safety and Health (OSH) issues to the project team, and to the stakeholders of the project including relevant government agencies, social partners, and other key institutions consistent with ILO policy orientation. Supervise international and national consultants for their delivery of quality outputs.
  • In coordination with relevant specialists, develop innovative approaches and tools, and support research activities in order to collect and analyze practices and data in the different technical fields covered by the project.
  • Plan, organize, and conduct seminars, workshops, training, and meetings on technical issues related to the project independently or in support of other ILO officials.
  • Undertake missions across the various project participating countries as needed as part of capacity development processes and technical support to constituents and stakeholders.
  • Ensure regular, effective, and efficient coordination with other ILO projects and initiatives implemented in participating countries in order to pool resources and optimize results.
  • Strengthen the ties of cooperation and coordination between the ministries involved, workers ‘and employers’ organizations, businesses, target groups, and donors, in planning and the implementation of project activities.
  • Liaise with the other UN agency counterparts to promote ILO’s values, increase the project’s visibility, and facilitate the scaling-up of the project’s interventions.
  • Propose and implement a complete communication and visibility strategy for the project. Prepare the information material necessary for the project and ensure its dissemination.
  • Compile research-based evidence, document project achievements, and good practices throughout its implementation.
  • Represent the project in meetings, seminars, and evaluations and build and enhance strategic partnerships and networks of government policymakers, workers and employers organizations, business and civil society organizations
  • Any other duties requested by the Director of the Office

Required Qualifications

  • Advanced university degree in at least one of the following subjects:
    • Engineering
    • Medicine
    • Health sciences or related disciplines
    • Social sciences
    • Labour inspection
    • Labour law
    • Public administration
    • Other relevant fields
  • Post-degree education in occupational safety and health (OSH) or OSH–related fields are a clear advantage.

Experience

  • At least 7 years of experience of which at least three years at the international level with demonstrated experience in the management of development cooperation projects with sound knowledge and experience in all aspects of the project cycle
  • Relevant technical areas include the development of national OSH policy, national OSH systems, training and action programs, advisory services, and the use of practical techniques for the management of the prevention of occupational accidents and diseases
  • Experience in South Asia is an advantage

Languages

Excellent command of English. Knowledge of the language of South Asia would be an advantage.

  • Ability to formulate new concepts and methodologies, and to synthesize research and reach empirically-based conclusions on related subjects by understanding both the qualitative and quantitative approaches in social science research
  • Ability to develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings
  • Ability to promote knowledge sharing and learning culture in the office, and to focus and guide others to meet objectives at individual and group level
  • Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners
  • Should be open to and able to make changes to accommodate culture and gender differences in order to interact effectively with individuals
  • Proven capacity to initiate and implement technical co-operation programs and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to provide quality services
