UN Women is the UN Entity for Gender Equality and the Empowerment of Women created to accelerate progress on gender equality and the realization of women’s rights.
UN Women is a dynamic and strong champion for women and girls, providing them with a powerful voice at the global, regional and local levels.
UN Women’s Multi Country Office, based in New Delhi, India covers 4 Countries of the region, i.e., Bhutan, India, Maldives, and Sri Lanka.
Objective
Under its Evaluation Strategy 2014, the UN Woman plans to initiate a Call for Papers from South Asia for the Second Edition of the Annual UN Women Publication on Gender and Evaluation 2014. The main aim is to:
a) Support gender and evaluation practitioners to gain greater insights of their research topics through interaction with the broader evaluation community;
b) Gain productively from the peer review process;
c) Enrich and contribute to the fast growing field of gender responsive evaluations.
The papers will be shared through various platforms and mediums to promote knowledge sharing and learning across South Asia, including:
1. National Knowledge Sharing Conference planned in November 2014 in India
2. Roundtable on Gender and M&E in partnership with CLEAR/J-PAL South Asia at IFMR, the Community of Evaluators (CoE)
3. Evaluation Conclave 2015 to be held in collaboration with EvalPartners and the Sri Lankan Evaluation Association sometime in July 2015
Theme for the Journal
The overarching theme is Gender and how Gender has been mainstreamed into impact evaluations of programmes across the following sub themes:
1. Ending violence against women;
2. Strengthening women’s economic security and rights;
3. Promoting women’s political leadership in democratic governance
4. Women’s role in peace keeping and peace building
5. Gender Responsive Planning and Budgeting
Call for Papers
Papers are invited on all aspects of research and impact evaluation, including findings, methods and translation of evidence into policy.
Researchers are welcome to submit papers on the design (innovative designs for difficult to evaluate interventions), implementation, findings, and use of impact of evaluations and systematic reviews.
Policy makers and development programme managers are welcome to submit papers on use of impact evaluation and systematic review findings.
Methodology
UN women will advertise for Call for Papers from Researchers and Evaluators with extensive experience in Evaluation in South Asia on Gender responsive programming.
The papers should be a synopsis/abstract of their detailed, focused evaluation/research experience in a specific area/Country
A Technical Advisory Group will be set up who will review the abstract at two levels :
Stage One, to peer review and shortlist the Abstracts
The shortlisted researchers/evaluators will then develop the Abstracts into an in depth Research Articles for publication
Stage Two, to review, guide and help the selected applicants to finalise the Detailed Research Articles for publication.
The articles will then be published in the Second Edition of the Annual UN Women Publication on Gender and Evaluation 2014.
The research process for the review and publication of the Articles will be managed by the M&E Analyst in partnership with the Technical Advisory Group comprising of leading Institutions/Experts and in collaboration with the Regional Evaluation Specialist for Asia Pacific in Bangkok.
Structure of the Papers
The Paper should provide: (1) Publication title, (2) Theme (3) duration, (4) name of researchers (5) brief bio of researcher (6) Synopsis/Abstract of their detailed Research/Evaluation Paper (not exceeding 500 words).
The papers should be written in a non-technical language in order to make it accessible to a wider audience.
Submissions
Submissions should be made in word format via email to [email protected] by 31st August, 2014, with the email subject line ‘Journal submission’.
The applicants are expected to deliver the following;
Develop a scholarly article of publishable quality based on the synopsis and feedback received from the panel of experts (approx. 15 pages). The Shortlisted articles will be compiled and published by UN Women into the Second Edition of the Annual UN Women Publication on Gender and Evaluation 2014.
