Call for "Fellowship for Journalists" by NLU, Delhi; apply by July 28.

The Centre for Communication Governance at National Law University, Delhi, invites applications for a journalism fellowship for a period of six months as part of its Digital Frontiers Project.

About the Centre:
The Centre for Communication Governance (CCG) is a research centre at National Law University, Delhi, and is the first of its kind in India. Over the course of little over a year, CCG has established itself as a leading, credible organization for research in the field of information law and policy. The Centre routinely works with a range of academic institutions and policy organizations. These include the Berkman Center at Harvard University, the Programme in Comparative Media Law & Policy at the University of Oxford, the Center for Internet and Society at Stanford University, the Hans Bredow Institute, Freedom House, the Internet & Jurisdiction Project, the Media Legal Defence Initiative and the Global Network of Interdisciplinary Internet & Society Research Centers. We engage regularly with the government, through bodies such as the Ministry of Law & Justice and the Ministry of Communications & IT, and work actively to ensure that the judiciary has useful data which it may use to make its decisions on issues relating to civil liberties and technology.

About the Digital Frontiers Project:
The Digital Frontiers Project is directed at:
-recognizing speech on the Internet as speech protected under Article 19 of the Indian Constitution, and working out ways to give effect to this protection;

-identifying the different ways in which the Internet may be used to violate human rights such as the freedom of speech and the right to privacy;

-establishing why these questions are important in a country like India even though the Internet has not yet reached all citizens;

-recognizing telecommunication and the Internet as valuable dual-use infrastructure which may be used to protect rights by providing various kinds of information to citizens, and which makes citizens vulnerable to surveillance and other forms of abuse of rights.

About the Fellowship:
Citizens play a powerful role in the dynamics that shape the Internet, as consumers and in their political role in a democracy. It is therefore important to document the particular ways in which Indian citizens engage with the Internet, and the manner in which our social norms relate to the Internet. It is also important to gather primary data on the ways in which Indian Internet policies actually affect citizens. The fellowship for journalists under the Digital Frontiers Project is intended to facilitate efforts directed at understanding the way in which citizens and the Internet affect each other. Fellows will be expected to plan and produce a series of long-form investigative feature stories preferably relating to the less transparent aspects of the Internet and society in India. The project will need to be finished within six months of receipt of the fellowship.

Qualifications & Remuneration:
Candidates should have at least five years of experience as a journalist with the print media. Applications should clearly demonstrate how the data and resources necessary for the piece will be accessed. Applicants whose proposed work relates to previous work will be preferred. We actively seek proposals relating to the less transparent aspects of the Internet in India.
The Fellow will be paid an amount of Rs. 5,36,500 over a six month period. This amount is intended to cover any expenses incurred for the research. A schedule of payment will be constructed in consultation with the selected candidate after reviewing the budget, and payments will be based on completion of different stages of the fellowship.

1. Curriculum Vitae.

 2. Contact details of two referees. (Referees must be informed that they might be contacted by the Centre either for an oral or written reference).

3. Two samples of previously published work. Long-form investigative features are preferred.

4. A description of the work the candidate proposes to do for the Digital Frontiers Project, along with a detailed time frame for its execution.

5. Tentative budget indicating what part of the funds will be retained by the journalist leading the project, and how the rest of the funds will be utilised to execute the project (e.g. to purchase equipment, hire research assistants, photocopy material, etc.).
