About HPNLU

The Himachal Pradesh National Law University (HPNLU, Shimla) was established by the State Government in the year 2016 by an Act of the Legislature (Act 16 of 2016). The University started functioning on the 5 th of October 2016. Located in the geographical terrains of the Himalayas, HPNLU, Shimla, is offering conducive atmosphere for academics, research and extra- curricular engagements. The University runs two undergraduate courses: B.A. LL.B. Hons., Five Year Integrated Course (FYIC), and B.B.A. LL.B. Hons. (FYIC); and One Year LL.M. Programme. The University also offers Ph.D. Programme and Post-Doctoral Programme (LL.D.) in Law. Presently, the University has about 700 students admitted to various courses. Under the visionary leadership of the Hon’ble Vice-Chancellor Professor (Dr.) Nishtha Jaswal, the team is not only working laboriously and diligently but feels motivated in making palpable endeavours in academics and research. The University has proactively organized events ranging from legal to social, curricular to co-curricular, etc. The cultural evenings, mooting competitions, seminars, webinars, National and International Conferences have adorned the documentary and historical assemblage of HPNLU from time to time. Despite being in its growing stage, HPNLU has solidified its footing in academics by serving the society and the nation as a whole.

Transgender people are commonly ridiculed as ‘hijras’, ‘Kinners’, chakkas, zenna, etc. As per the dictionary meaning a transgender person (often abbreviated to trans person) is someone whose gender identity or gender expression does not correspond with the sex they were assigned at birth. As they do not conform to the sex they are biologically assigned with, so they are not accepted. Dolefully, Transgender people at a very early stage of their childhood are disowned from the relational ties of their family members and their parents. Consequently, they choose their own relations after parting their ways from their families, forcefully or preferably. When families do not come to support them, they are supported by the new found relations. Giving birth to transgender baby is still considered to be embarrassing for the family. Ironically, Transgender people are the same people who are considered to be the harbingers of festivity and good-omen. In Indian society, the presence of transgender is welcomed because their blessings for a new-born or a newlywed couple are considered to be auspicious. Their blessings make Indian marriages more celebrated and joyful. To add, even mundan ceremonies in some cultures become an insipid affair if their blessings are not showered. In general view, they are mocked at. Have we tried to find that those who make our gatherings joyful with their dance moves are themselves happy or not? The loud claps hide their intense feeling of dejection. The deplorability of the transgender people is not limited to any particular nation or a boundary. The narrative of the community notices only change in the names of the transgender people and their nationalities. Discussions and deliberations about transgenders, their tribulations and challenges are not new but have escalated after the decriminalization of section 377 of Indian Penal Code by the Supreme Court of India. It is no surprise that this legal action has been welcoming for some, while for the others the decision is pejorative. In fact, years after the Navtej Johar decision, the transgender persons continue to face discrimination, prejudices and legal barrier in exercising their fundamental rights. They are marginalized, stigmatized and dejected in all the walks of life. Society teases them for what they are. Their peculiar style of dressing up, saris on their masculine bodies, make up on the masculine faces amuse many. Their style of speaking and clapping followed by words are enough to ridicule them. In public transportation, passengers would prefer standing than sharing seats with them. Besides, their social deprivation and insulting experiences, commercial workingmsector, politics, glamour also do not intend to help them. The community is gaining recognition with time but the journey to reach the desired destination is long. This Conference aims to delve deep into the duality of society, extreme agonies of transgenders and the challenges met by them. Furthermore, it aims to address various concerns and causes of their tribulations such as forms of subjugation and humiliation encountered by them, sexual and emotional hostility from society, absence of congenial environment and attitude towards them.

Call for Papers

The Conference invites research papers on ‘RIGHTS OF TRANSGENDER PEOPLE’ from research scholars, academicians, activists, lawyers, and members of the transgender community, students, and faculty from different disciplines to share their outlook on the subjects of deliberation. In preparing the abstract of their proposed papers, we encourage prospective participants to engage with the highlighted theme of the conference. Kindly note that the seminar will be conducted in HYBRID MODE with offline presentations at Himachal Pradesh National Law University, Shimla.

Guidelines for Submission

  • The Abstract must be accompanied by a cover page, which should include the title of the paper, name(s) of the author(s) and their affiliations, resident country, and the complete postal and e-mail addresses and telephone numbers of the authors.
  • Co-authorship is allowed for up to two authors only, including the main author.
  • The deadline to submit individual abstracts is 14th May, 2023.
  • Please submit your abstract through email at at [email protected]
  • Accepted abstracts will be notified through email (Authors/Co-authors must provide a valid email address with each abstract submission) on 16th May, 2023. Upon acceptance of abstracts, full papers must be submitted by 21st May, 2023.
  • The paper presentation can be done through PPT.
Research Paper and Abstract Format:

  • Word Limit is limited to 3000 to 5000 for full research papers and 300 to 500 for abstracts (excluding footnotes). The Research Paper and Abstract should be in:
  • Times New Roman; font size 12 and headings in size 14; lines spacing 1.5 and alignment “justified”; and footnotes (if any) in Times New Roman, font size 10, with single line spacing.
  • The texts and footnotes must conform to APA style/HPNLU citation style. The submission must be in document [(.doc)/(.docx)] format.
  • The submission should contain a disclaimer that the piece is original and has not been published or is under consideration for publication elsewhere.
  • All submissions are subject to a plagiarism check. Abstract should not be more than 300 words (excluding key words), submitted as Word (.doc/.docx) documents. All papers to be submitted through e-mail at [email protected] with the subject line “One-Day National Conference on RIGHTS OF TRANSGENDER PEOPLE”.

Registration

Interested individuals may register by filling out the Registration Form; the link for the same has been given below. Certificates for actual participation shall be issued after the completion of the event or sent through e-mail after the completion of the conference. No certificate shall be issued in absentia, and registration charges shall not be refunded at any stage.

Conference Venue

The Conference shall be conducted in hybrid-mode (both online and offline). The venue for the offline presentations shall be Himachal Pradesh National Law University, Shimla .
