RGNUL One Day National Conference on Right to Information: Law, Policy and Governance November 19, 2022

The Rajiv Gandhi National University of Law (RGNUL), Punjab:

The Rajiv Gandhi National University of Law (RGNUL), Punjab, was established by the State Legislature of Punjab by passing the Rajiv Gandhi National University of Law, Punjab Act 2006 (Punjab Act No. 12 of 2006). The Act incorporated a University of Law of national stature in Punjab, to fulfil the need for a Centre of Excellence in legal education in the modern era of globalization and liberalization. The University acquired approval of the Bar Council of India (BCI) in July 2006. The University also got registered with the University Grants Commission (UGC), New Delhi under Section 2(f) of the University Grants Commission Act, 1956 and has been declared fit to obtain grant from the (UGC) under Section 12-B of the UGC Act, 1956. The University was accredited with ‘A’ Grade by National Assessment and Accreditation Council (NAAC) in 2015. The Ministry of Human Resource Development, Government of India, ranked RGNUL the first amongst the cleanest Higher Educational Institutions, Swachh Campus (2019) in the category of Government Residential Universities.

Punjab State Information Commission:

The Punjab Government constituted the State Information Commission on 11th October, 2005 and appointed the first Chief Information Commissioner of Punjab under section 15 of the Right to Information Act, 2005 on the same day. Section 15(4) of the Act lays down that the general superintendence, direction and management of the affairs of the State Information Commission shall vest in the State Chief Information Commissioner who shall be assisted by the State Information Commissioners and may exercise all such powers and do all such acts and things which may be exercised or done by the State Information Commission autonomously without being subjected to directions by any other authority under this Act. The State Information Commission is the statutory Commission for fulfilling the mandate assigned in the Right to Information Act, 2005. Sh. Suresh Arora, IPS (Retd.) is the present Chief Information Commissioner of Punjab.

functioning of a democracy. An informed citizen is an empowered one. For this one should have free, unfettered access to information. The jurisprudence of Democracy revolves around the pure concept of ‘accountability’ which can only be achieved if people in authority and power are subject to public gaze and speculations.

India is considered as one of the largest democracy in the world. Every democracy is characterized by the virtues of transparency, accountability and openness to reform. Vast powers vested with the public authorities has led to maladministration, misuse of power and corruption, which necessitated the introduction of Right to Information Act, 2005. The Act further aims at establishing a healthy democracy and to bring about a responsive, accountable, and corruption- free government. However, RTI is much more than a tool to fight corruption. It is in fact a fundamental and transformatory right against the arbitrary use of power.

This Conference seeks to provide a comprehensive learning on the Right to Information, dealing with its multiple facets from a constitutional perspective to be a statutory right, and thereby its evolution as an executory right through administrative and judicial process.
