NLU Delhi P39A invites Call for Applications for “Consultant Organisation for Study”; Apply by May 6, 2022

‘Call for Applications – Consultant Organisation for a collaborative project with Project 39A on ‘Survivors of Child Sexual Abuse and the Justice System’

National Law University, Delhi (‘University’) is seeking to engage one ‘Consultant (Organisation)’ on a six (6) month contractual basis, for Project 39A. The consultant will be responsible for developing and implementing a study on ‘Survivors of Child Sexual Abuse and the Justice System’ (‘Proposed Study’).

About Project 39A: Project 39A draws inspiration from Article 39-A in the Indian Constitution on equal justice and opportunity in the legal system. We work on issues specific to the criminal justice system, and undertake litigation, research and outreach relating to forensics, torture, legal aid, forensic psychiatry and death penalty (for more information on Project 39A, visitwww.project39a.com ).

About the Proposed Study: Following increasing reporting and media attention on sexual crimes in the country, the last decade in India has witnessed an unprecedented uprising against these crimes and resulted in an enhancement of sentences for sexual offences, particularly against children. The Criminal Law (Amendment) Act, 2018 enhanced the mandatory minimum sentences for rape, and introduced the death penalty for rape of a girl below the age of 12 years. Following this, the Protection of Children from Sexual Offences Act, 2012 (‘POCSO Act’) was amended in 2019 which introduced the death penalty for aggravated penetrative sexual assault with a child below 18 years. The aim of the Proposed Study is to understand the experiences of child survivors and critically examine the implications of higher sentences, including the death penalty, on their participation in the criminal justice system.

Eligibility:

  1. Organisations with minimum 7 years experience working in the field of criminal justice with a specific focus on child sexual abuse and rights of child survivors of sexual abuse.
  2. Organisations must have also published reports on matters relating to child sexual abuse and rights of child survivors.
  3. Organisation should have completed at least two doctrinal/empirical studies dealing with the above mentioned issues. Demonstrable experience of working with empirical data as well as conducting fieldwork.
  4. Demonstrable past experience of working on government projects on issues relating to child survivors of sexual abuse with a focus on the POCSO Act.
  5. Organisations with multidisciplinary approach to addressing concerns related to child sexual abuse.

Compensation: The final payment schedule will be decided mutually with the consultant upon completion of the hiring process. The duration of the contract currently will be six (6) months. The contract may be terminated before the completion of six (6) months or may be extended as required.

a)  Profile of the organisation and the members (only profiles of members who will work on the study is required);

b)  Brief proposal outlining the problem, methodology, objectives, timelines and budgets. Please note that the Proposed Study is imagined as a 6 month study. The proposal should not exceed 2000 words;

c)  Proof of completion of doctrinal/empirical research on issues in the field of criminal justice with a specific focus on child sexual abuse and rights of child survivors of sexual abuse.

d)  Proof of experience in working on government projects (can also mention ongoing projects); and

e)  Upload documents or attach links to published reports on matters relating to child sexual abused and rights of child survivors.

Only completed applications will be considered. Shortlisted applicants will be invited to attend a virtual interview.

Deadline: Applications must reach us no later than midnight of 6th May 2022. Applications received after this date will not be considered.
