NATIONAL CONFERENCE ON PROTECTION OF RIGHTS OF CHILDREN : ISSUES AND CHALLENGES Organized by : National Law University and Judicial Academy, Assam In Partnership with : United Nations Children’s Fund (UNICEF) Assam Field Office DATE : SATURDAY, MARCH 14, 2015 VENUE : CONFERENCE HALL, NLUJAA The year 2015 marks the 25th anniversary of the entry into force of the United Nations Convention on the Rights of Child (UN CRC). The National Law University and Judicial Academy, Assam (NLUJAA) in partnership with United Nations Children‟s Fund (UNICEF), Assam Field Office is launching the Centre for Child Rights (CCR) at National Law University and Judicial Academy, Assam (NLUJAA). The Centre is to act as a knowledge hub for Assam as well as other North- Eastern states of India in anchoring and facilitating various child rights related activities. On this momentous occasion of signing of the Memorandum of Understanding (MoU) and formal inauguration of the Centre for Child Rights (CCR), both the institutions are jointly organizing a one-day Conference on PROTECTION OF RIGHTS OF CHILDREN: ISSUES AND CHALLENGES to commemorate this significant development. NLUJAA and UNICEF cordially invites academicians, government officials, judicial officers, scholars, students, non-governmental organizations (NGOs), representatives and practitioners on Child Rights issues to this conference scheduled to be held on Saturday, March 14, 2015 at the Conference Hall (2nd Floor) of National Law University and Judicial Academy, Assam.
Background to the national conference : Ensuring basic human rights of the vulnerable sections of society are the cardinal principles of rule of law. The most affected and vulnerable sections of the society are women and children, not to mention their plight during internal disturbances, violence and conflict-like situations. One of the challenges that the contemporary world faces today is ensuring basic human rights of children. International human rights regime relating to children as dealt under the UN CRC is inclusive of the concerns of the international community to address the rights of child. However, there is a need to cross-check whether there is compliance to international obligations by the governments. In this regard, one of several manifest examples of India is the eighty-sixth amendment of the Constitution which led to the insertion of Article 21-A to the Constitution of India guaranteeing free and compulsory education of all children in the age group of six to fourteen years as a fundamental right. The increasing pattern of human rights abuses and exploitation of children such as child labour, drug abuse, sexual exploitation, trafficking, pornography, etc., have been worrisome. National legislation to address these issues is enacted in India. Amidst variety of legislations on protection of child rights that our country has, there is a need to deliberate upon the efficiency of existing legal system. It is also to be noted that the recent armed ethnic conflict within India and across the globe affected children and their rights which are guaranteed under various international instruments. There is an urgent need to explore the legal effects of these laws which are applicable to the above mentioned situation. NLUJAA is intending to provide a platform to the scholars, students, academicians, and other concerned people to deliberate upon the pressing issues to assess and take stock of the protection of child rights regime under the UNCRC as well as various laws, statutes, policies and schemes being in implementation in India. The National Conference would provide a good platform to Presenters to present their research paper(s) on a range of Child Rights issues and themes,
Call for Paper Abstract of not more than 500 words with details of author/s (Name, Position, Affiliation, Contact address, Email-Id and Mobile number). Last date for submission of abstract is February 16, 2015. Abstract should be in 12 font size, Times New Roman and in single line spacing. Final Papers must conform to the word limit of 5000-8000 words along with the abstract. Maximum two persons may jointly write/present the paper. Title of the paper should be in 16 font size, upper case, bold and centrally aligned. Name of the author(s) and their affiliation should be placed just below the title of the paper, which shall be of 12 font size. The subheadings and the body of the text should be in 12 font size, title case and bold. Line spacing should be uniformly followed at 1.5. Provide 1.25 inch margin on all sides of the A4 size paper. Paper should be submitted only in MS-Word format. Please do not submit papers in PDF or in PPT. Authors are requested to follow “The Bluebook: A Uniform System of Citation” style sheet for the purpose of referencing; The paper shall be published in good faith. Hence, it is the liability of the authors to ensure originality of the paper and plagiarism of more than 15% shall not be accepted The author shall give an undertaking stating that (i) it is his/her original work, (ii) it is not published anywhere else or not under the consideration of any other journal/conference should be submitted along with the final paper, and (iii) he/she gives copyright to NLUJAA to publish the article in future
