The word ‘liberal’ is not synonymous with change. It does encompass the idea of reasonableness. It does involve a willingness to make changes, but only when changes are based upon reason. The origin of Liberal Rule can be traced back to early agricultural societies when people started living settled communities and were forced to find ways of trading and living with strangers. Liberal Rule is an ideology which central theme is about commitment to the individual, desire to construct a society where people can satisfy their interest and achieve fulfilment. Liberal Rule forwards the idea that individuals are naturally endowed with reason and as such, be allowed to enjoy the maximum possible freedom. It gives emphasis on merit. This means that though individuals have equal legal and political rights, they must be rewarded according to their talents and willingness. It involves around the twin principles of constitutionalism and consent. However, Liberals do not believe in absolute freedom. Liberal rule also agree about the need of a Government, they are also aware of the danger it possess against freedom. The rule of law in the Liberal state had its own creative time. The rule of law of the liberal state is the symbol of all evil and all incompetence, forgetting that the liberalrule of law represents a historical phenomenon that cannot be wished away from the political process. National Socialism has demolished the ideas of the ossified rule of law of the Liberal state. The term “liberal,” in the context of statutory construction and interpretation, is often used to signify an interpretation which produces broader coverage or more inclusive application of statutory concepts. Liberal construction is ordinarily one which makes a statute apply to more things or in more situations than would be the case under strict construction.
